
Stormwater design on a redevelopment site is harder than on raw land because the engineer has to work with what’s already there. Existing pavement, buildings, and drainage paths shape the new design instead of leaving it open. In Raleigh, that means matching new plans to old site conditions while meeting current runoff rules.
If you’re buying, selling, or building on a property that’s already developed, this matters more than most people expect. A site that looks simple on paper can turn into a tough design problem once an engineer looks at what’s actually on the ground.
Existing Runoff Patterns Can Limit the Design Starting Point
On raw land, an engineer can lay out drainage almost anywhere. Redevelopment doesn’t work that way.
The property already has a shape. Water already moves across it in set directions, toward set low points, through pipes or ditches sized for whatever used to be there. Buildings sit where they sit. Parking lots slope where they slope.
A new stormwater design has to start from that reality, not a blank slate. The engineer has to figure out where water goes now, before deciding where it should go once the site changes. That first step alone can rule out layout options that would be easy on an open lot.
This isn’t about cataloging every existing condition. It’s about how those conditions box in the choices available for the new design. A drainage swale running through the middle of a parcel, for example, might force a building footprint to shift, even if the swale itself isn’t staying.
Old Drainage Features May Not Fit the New Site Layout
Redevelopment almost always means changing the site layout. New footprint. New parking. New grading. And that creates a real problem: the drainage features already on the property were built for the old layout, not the new one.
A pipe that used to carry runoff from a rear parking lot might now sit under a proposed building. A catch basin placed for an old driveway might no longer line up with where cars will actually drive. An old detention area might sit exactly where the new structure needs to go.
The question isn’t just “does this drainage feature still work?” It’s “does it still make sense once the site changes?” Sometimes an old pipe or inlet can be kept and tied into the new design. Sometimes it has to move. Sometimes it has to be replaced outright because it was never sized for the new runoff pattern.
Getting this wrong doesn’t just cause construction headaches. It can create standing water, undersized pipes, or drainage that fights the new grading. Working through this compatibility question early, before the site plan is locked in, saves a lot of redesign later.
Impervious Surface Changes Can Alter the Stormwater Calculations
Every stormwater design rests on numbers. How much water falls on the site. How much of that water runs off instead of soaking in. How fast it moves. Those numbers depend heavily on how much of the property is covered by hard surface, roofs, pavement, sidewalks, and so on.
Redevelopment almost always changes that hard surface total. Swapping an old gravel lot for asphalt changes it. Expanding a parking area changes it. Adding a second building changes it. Even replacing one type of pavement with another can shift how much water runs off and how fast.
Raleigh’s stormwater review looks at runoff calculations for both the before and after condition of a site. That comparison matters most on redevelopment projects, because the “before” isn’t a grassy field. It’s whatever the property already had. A small change in paved area can shift the numbers enough to change what stormwater controls the project needs.
This is one of the most overlooked parts of redevelopment planning. Owners sometimes assume that because a lot was already developed, stormwater rules won’t apply the same way. Often the opposite is true. Adding or rearranging impervious surface on an already-developed lot can trigger requirements that never applied to the original property decades ago.
Raleigh’s Review Process Adds Another Layer to Redevelopment
Beyond the engineering itself, redevelopment projects in Raleigh go through a Site Permit Review process that pulls together several city departments at once. Stormwater review happens alongside utilities, transportation, fire, urban forestry, planning, and zoning review.
For stormwater specifically, the city looks at drainage plans, runoff calculations for before and after conditions, any proposed stormwater control devices, and supporting calculations for related site work. That’s a lot to line up on a site that’s already built out, where space for new stormwater features is limited from the start.
This matters for redevelopment in a way it doesn’t always matter for open land. On a raw parcel, stormwater design can move forward somewhat independently. On a redevelopment site, it has to work in step with the other reviews happening at the same time, because a change driven by one department, like a fire access requirement or a parking count, can directly affect where stormwater features can go.
Owners and developers who bring in a civil engineer early, before the site layout is finalized, tend to move through this review with fewer conflicts. Waiting until the layout is set makes stormwater the thing that has to bend around everything else.
Redevelopment Can Require Stormwater Solutions That Work Within Tight Site Constraints
Here’s the practical reality: redevelopment sites usually don’t have much room left. The building footprint, parking, and access already take up most of the lot. There isn’t always space for a large detention pond the way there might be on undeveloped land.
Raleigh recognizes green stormwater infrastructure as one path for developed and redeveloped sites specifically, because these features fit into tight spaces in ways traditional ponds can’t. Bioretention can go into a landscaped strip. Permeable pavement can replace part of an existing parking lot. Green roofs can add capacity without using any ground-level space at all.
None of these are automatic fits. Each depends on the site’s soil, slope, existing utilities, and layout. But they give redevelopment projects design flexibility that a standard pond often can’t offer once land is already spoken for.
Don’t wait until the site plan is finished to think about stormwater. The earlier a civil engineer looks at the existing conditions and the proposed changes together, the more room there is to find a design that actually fits the property.
