Most permit delays don’t start at the permit counter. They start weeks earlier, when a developer locks in a site plan before checking what the land can actually support. Land development projects in Raleigh that skip the groundwork hit the same problems every time: soil conditions that blow up the grading plan, utility lines that can’t carry the load, zoning rules that don’t match the intended use. A geotechnical investigation done before the site plan is set avoids a common and expensive problem. Designers without soil data make assumptions. Those assumptions get built into the grading plan. When the contractor hits rock three feet below grade, the earthwork budget falls apart.

Order a geotechnical report early. It identifies soil types, bearing capacity, groundwater depth and any areas of concern. It also flags whether contamination issues need to be addressed before development can move forward.

Floodplain and Drainage Conditions

Flood risk affects what can be built and where it can go on a site.

Check the FEMA flood maps before buying a site or committing to a layout. Parcels with floodplain or floodway on them face strict limits. New buildings can’t go in the floodway. Buildings in the floodplain face elevation requirements and other design restrictions.

Wake County has mapped floodplain conditions across the county, and Raleigh enforces those limits during development review. Floodplain on a site doesn’t automatically kill the project. But it affects how much is buildable and how drainage needs to be designed.

Environmental and Tree Preservation Requirements

Driveway locations are checked against sight distance standards, intersection spacing requirements and traffic volume on the adjacent road. A driveway that doesn’t meet those standards won’t get approved.
