A detention pond does one job well. It holds stormwater during a storm and lets it go slowly, so the site downstream doesn’t flood. For Raleigh developers, that job comes with a long list of rules from the city and the state. Get the design wrong and you’ll redo drawings, delay permits, or pay for fixes after the pond is built. What Type of Detention Pond Fits the Project Site

Not every site needs the same pond.

Dry detention ponds stay empty between storms. Water drains out through a pipe or channel, and the basin fills with grass. They work well on sites with limited land or a tight budget.

Wet ponds keep a permanent pool of water. They hold storm flow above that pool and release it over time. Wet ponds also filter pollutants better than dry basins, since sediment settles into the standing water.

Underground detention uses pipes or chambers below a parking lot or field. It costs more per square foot, but it frees up land for other uses. Tight urban sites in downtown Raleigh often go this route.

Soil type, available land, and downstream drainage all shape the choice. In parts of Raleigh’s water supply watershed areas, city rules push builders toward retention facilities, with wet ponds listed as the preferred option. If your site sits in the Neuse River basin, and most of Raleigh does, nutrient reduction rules for nitrogen and phosphorus can also affect which pond type makes sense.

How Are Storage Volume and Release Rates Calculated

Pond size isn’t a guess. Engineers calculate it from rainfall data, drainage area, and how much of the site will be paved or built on.

The basic goal: the pond must release water no faster than the site drained before construction. Raleigh has used this rule since 1988 under its rezoning policy, CR-7107, which requires post-development peak discharge to match pre-development rates.

North Carolina’s Minimum Design Criteria, in place since January 1, 2017, set the baseline standards every pond must meet, no matter the county. Local rules in Raleigh can add stricter limits on top of those, especially near sensitive streams or in watershed protection zones.

Engineers model several storm sizes, often the 1-year, 10-year, and 25-year storms, to size the pond correctly for each one. Skipping a storm size is a common reason plans get sent back for revision.

Which Outlet Structures Control Water After a Storm

The outlet structure decides how fast water leaves the pond. Get this piece wrong and the whole design fails, even if the pond itself is sized right.

Most wet detention basins in North Carolina need a forebay at every inlet. A forebay is a small, deeper pocket near where water enters the pond. It catches sediment before it spreads across the main basin, which keeps the pond from filling with mud over time.

From there, water usually passes through a riser structure with a small opening, called an orifice, that limits flow. Larger storms may need a separate emergency spillway so the pond doesn’t overtop its banks during extreme rain.

Debris and trash are the most common cause of outlet failure. A clogged pipe backs up the whole system, so outlet screens and easy access for cleaning matter as much as the pipe size itself.

What Safety, Access and Maintenance Features Are Required

Raleigh’s development code treats ponds as more than drainage tools. Under Section 7.2.6 of the Unified Development Ordinance, permanent stormwater ponds can’t have fencing that blocks pedestrian access, unless a fence is needed for a specific safety reason.

Mosquito control is required too. Developers must include at least one non-chemical method, such as:

  • Aeration or agitation features that disrupt mosquito larvae
  • Mosquito-eating fish, like Gambusia affinis
  • Cyclical changes in pond water level
  • Nesting boxes for birds or bats that feed on mosquitoes

Ponds also need to fit into the site, not just sit at its edge. Raleigh’s code asks for at least two of these: placing the pond near the main building, adding a walking path to it, or using landscaping materials that match the rest of the site.

Maintenance doesn’t stop once construction ends. Ponds need inspection once a month, plus a check within 24 hours after any storm over 1 inch of rain. Most jurisdictions, including Raleigh, require a signed maintenance agreement from the property owner before final approval.

How Do Stormwater Rules Affect the Final Pond Design

Every technical choice in a pond, from slope to depth to planting plan, traces back to a rule somewhere.

Side slopes on wet ponds can’t be steeper than 3:1. That ratio keeps the banks stable and safer for anyone who ends up near the water. Wet ponds also need an average permanent pool depth of at least 3 feet, which affects how much land the basin needs.

Landscaping isn’t optional either. State guidance treats a planting plan as part of the pond design itself, not an afterthought added after grading is done.

For developers, the takeaway is simple: pond design isn’t just a hydrology problem. It’s a checklist that spans city ordinance, state minimum design criteria, and watershed-specific rules. Loop in a civil engineer early, before layout decisions lock in a pond size that won’t work once every rule gets applied.
